JERUSALEM. October 13th, 2016 – The steering committee of ISERD, the Israel-Europe Research and Development Directorate, approved the appointment of Nili Shalev as the Managing Director of the Directorate which is in charge of implementing the scientific and technological agreement between the State of Israel and the European Union. This cooperation is the crown jewel of relations between Israel and the E.U.

The State of Israel joined the European Union’s framework program of research and innovation 20 years ago. It is the largest program in the world combining industrial and academic research and is renewed every several years. The current program is Horizon 2020 (2014-2020), with a budget of €77 billion, and Israel is expected to invest approximately €1 billion in its joint fund.

As part of her responsibilities, Shalev will create an infrastructure to maximize Israel’s participation in European cooperation programs and to enhance Israel’s involvement in the European Research Area (ERA). In addition, she will act to increase the participation of Israeli agencies from industry, academia and other organizations (such as hospitals, local authorities, government ministries and more) in science, technology, innovation and research programs where the European Union is involved, and promoting Israel inside EU agencies. Shalev will also lead binational activity for cooperation in industrial R&D with European countries.

Nili Shalev has 20 years of experience in global business development, promoting international cooperation and international marketing and branding. She served in various key roles in the Israeli Ministry of Economy and Industry, including establishing and managing the department of assistive tools at the Foreign Trade Administration, serving as Israel’s trade representative to Australia, managing the Startup Fund of the Office of the Chief Scientist and in her last role – serving as Economic Minister of the State of Israel to North America in New York City on behalf of the Israeli Ministry of Economy and Industry, responsible for promoting economic ties between Israel and the northeastern United States.

Shalev is an expert for joint projects between the government and business sectors locally and internationally, especially in promoting joint R&D initiatives. Shalev also has experience in the private sector as the marketing manager of the Miya company in the Arison Group.

Shalev holds a B.A. degree in international relations, and M.B.A. and an M.A. in communications and journalism. She is married and a mother of two.

Avi Hasson, Chief Scientist at the Israeli Ministry of Economy and Industry, Chairman of the Israel Innovation Authority and Chairman of ISERD’s steering committee: “The new appointment is highly significant for the activity of the Israel Innovation Authority. Nili has vast experience in promoting Israeli foreign relations and innovation at home and abroad. Her unique experience includes research and development along with a deep understanding of export promotion and global markets. The combination of these disciplines makes her an excellent appointment who will undoubtedly promote Israeli industry and academia around the world.”

Nili Shalev: “Israel’s participation in European R&D programs over the years has brought tremendous benefits to industrial, academic and other organizations in Israel which have taken part in it. It brought Israel research grants worth billions of Euros, helped increase competition in industry, connected researchers and scientists from Israel and Europe and helped bring home Israeli researchers living abroad. I am pleased to join the professional team of ISERD and the Israel Innovation Authority in order to promote the success of the Israeli innovation community in Europe.”

Prof. Alexander Bligh, Chief Scientist at the Israeli Ministry of Science, said: “We warmly welcome the appointment of Ms. Shalev. There is no doubt she will have great influence on the cooperation between Israel and the European Union. Her appointment is in concert with Israel’s aim of continuing the close scientific relations it enjoys with European Union countries.”

ISERD is an inter-ministerial agency established by the Israeli Ministry of Economy and Industry, the Israeli Ministry of Science, Technology and Space, the Budgeting Committee at the Council for Higher Education and the Ministries of Finance and Foreign Affairs. The Chief Scientist serves as head of its steering committee.
