The Industrial Cooperation Authority at the Ministry of Economy is responsible for offset procurement management in Israel. The authority is responsible for initiating, tracking, monitoring and coordinating industrial cooperation with foreign companies as part of their commitment to offset procurement in Israel.
The Industrial Cooperation Authority is authorized to require foreign companies that win government or public tenders to maintain an offset of at least 35% of the value of the transaction in Israel (20% for GPA member countries). The authority handles industrial cooperation agreements with some 200 foreign companies and corporations which are world leaders in defense, aviation, energy, ecology, electricity and electronics, computers, medical equipment, vehicles and transportation, among others.
The authority arranges regular meetings between Israeli and foreign industries, receives technical requirements and proposals for cooperation from foreign companies, connects Israeli factories with contact people responsible for offset procurement on behalf of the foreign companies and ensures that offset commitments are met
